What was the last year for you?
This year was full of professional challenges that required necessary solutions. The regulator is confidently regaining confidence, which is a record high for many years, while the field of subsoil use is undergoing systemic progressive reforms.
What, in your opinion, should be done first to restore the industry and successfully move forward in the new environment?
First of all, trust in the regulator and the stability of the game rules are what capital-intensive and long-term high-risk investment projects require. Second, we need new open proposals to build up resource capacity. Third, we should modernize the regulatory field by maximizing simplification of permitting procedures and updating relevant legislation.
What do you consider the main achievement of the year? (Personal/your company’s)
Together, we offered the market more than 300 promising facilities for investment in the Ukrainian subsoil, 43 lots worth almost UAH 800 million were purchased at competitive bidding. It is the first time when one can buy online the right to develop amber, gold, lithium and titanium ores, while the initial price of special permits is calculated in a transparent and objective way.
What advice would you give to your colleagues? What will help businesses better adapt to changes?
I would advice small business to believe in own strength and join forces to cooperate in the implementation of projects. Large business should proactively participate in the establishment of mutual and systematic dialogue between the government and taxpayers, to join the reforms and feel responsible.
What are your goals for next year?
Our goals are extremely ambitious. Progressive subsoil use reform is on the agenda - the relevant bill (№4187) is being actively discussed. The next step is to update the Subsoil Code. Today's urgent need is an electronic subsoil user's office for convenience and ease of regulatory procedures. The system of state geological enterprises requires reset, revision of priorities and ensuring free access to geological information.
